The Gotei 13 serves as a military force with its primary responsibilities consisting of the defense of the Seireitei, the center of Soul Society, as well as the deployment of Division members into enemy territory for combat operations. The Gotei also deploys Task Forces as defensive measures in the Human World, as well as conducting patrols in the human world to protect them.

Shinigami are responsible for the guiding of souls to Soul Society, and work jointly with Quincy according to the Soul Pact. When Hollows are disabled by Quincy in the human world, a Shinigami (or group of them depending on number) is sent to purify them.

Alongside their usual duties, Shinigami can join the Shinigami Men's Association or Shinigami Women's Association. The Shinigami Men's Association publishes the Seireitei Communications Magazine*, and the Shinigami Women's association arranges events and various charity efforts.

*Anyone can contribute to the magazine in the form of articles, news, illustrations, and serial publications. The Men's Association publishes and edits the magazine, though some members also write for it.

• Training and Qualifications •

All Shinigami are trained at the Shin'o academy, which is open to any resident of the Seireitei or Rukongai with spiritual abilities.

• Laws and Punishment •

The Gotei 13 generally regulates itself, but there are certain rules relating to its operation that are created and enforced by the Central 46, which is Soul Society's juducial and legislative branch. The Central 46's rules are not to be trifled with, as any evidence submitted to the Central 46 is given higher precedence than testimony and decisions are very rarely overturned. These laws (taken straight from the Bleach Wiki) include:

---It is against the law for a Shinigami to give their spiritual power to Humans.
---It is against the law for a Shinigami to use forbidden Kidō.
---It is against the law for any citizen of Soul Society to create weapons of a dangerous nature not sanctioned by the feudal government. To do so is treason.
---It is against the law to attack a captain. To do so is treason.
---It is against the law to commit terrorist action(s) or attempt to overthrow the balance of Soul Society. To do so is treason.
---It is against the law to commit murder.
---It is against the law to kill a Human or Quincy that a Shinigami has not been ordered to kill. (Deadly force is currently unauthorized under any circumstance.)
---It is forbidden for a Shinigami to acquire or attempt to gain Hollow-like powers.
---It is against the law for the Gotei 13 to meddle in the affairs of the noble families unless the family in question breaks one of the laws of Soul Society beyond a shadow of a doubt.
---It is a crime for a Shinigami to remain in the Human World longer than a certain time limit. (Current limit is 2 weeks.)

Breaking these laws will result in a secret investigation carried out by the onmitsikdo, and if evidence of wrongdoing is found the offender shall be brought to trial and then punished via exile, detention, or (in extreme cases) execution.

Aside from those laws, The Gotei's internal rules are enforced collectively by the captains of the organization, with the captains each taking responsibility for keeping their own squad in line and are permitted to run their own division as they see fit. In the event that a squad member breaks a rule or acts insubordinately toward or in the presence of a captain that is not their own, the captain who was present at the time must report the incident to the offender's captain, who will take responsibility for punishment.

Punishments that are suitable for the relatively minor infractions that captains must tend to (Skipping patrol, otherwise shirking duties, and acts of disrespect and minor insubordination as judged by the offended captain) include:

• Demotion or Demerit
  
• Squad service (cleaning duty, etc.)
  
• Unpaid leave or Barrack confinement (Not to exceed 30 days)
  
• Mandated conduct lectures
  
• "Dropping"--Ordering a bout of excercise and/or training to be completed immediately

The first division of the Gotei 13 specializes in administration, and has a reputation for turning out highly skilled shinigami. In a true emergency, they are the first responders, serving as the first line of defense for the Seireitei. They also co-ordinate the delivery or supplies and the settling of disputes among the Gotei, and all of its officers are capable of making executive decisions in the event that any squad is left with no command. The barracks of the first division are located in the northeast of the Seireitei, and are the largest out of the squads. They house the Captains' meeting hall, Lieutenants' meeting hall, and barracks and officers for the officers that serve the division.

They are structured in a standard manner, with twenty seats for their highest ranking officers, one captain, and one lieutenant. There are 250 officers or so in the division at any given time, and are formed into smaller squads as needed by their captain for missions. The first division does not patrol anywhere in the human world unless deemed necessary.

The Second Division is responsible for the operation of the Onmitskidou, an elite sect of shinigami who specialize in covert operations. Most notably, they are assassins, but the five branches of the Onmitskidou are responsible for much more. They are the covert guard of the Gotei, the Executioner to their Judge and the Central 46's Jury. With a reputation for secrecy, speed, cold-bloodedness, and skill, it is considered a highly demanding division.

The Captain of this division is considered the commander of the Onmitskidou and the Executive Militia, with the lieutenant and next three seats heading separate branches of it.
The Lieutenant commands the Detention Unit.
3rd Seat commands the Patrol Corps.
4th Seat commands the Inner Court Troop.
5th Seat commands the Protection Unit.

2nd Division officers are sworn to one special rule, and held to it even after moving divisions:
It is against squad policy to divulge the status of any current or former mission conducted under the onmitskido, or to divulge any information confided to you as part of onmitskido operations. This information is classified indefinitely. Leaking this information will result in your immediate and permanent discharge from the Gotei 13. You have been warned.

This division may be the largest of the Gotei, commanding both a troop of about 250 Shinigami and an unknown number of shinigami employed solely as Onmitskidou. Second Division does not conduct patrols in the human world.

The Third Division specializes in the gathering of information, working alongside the Second Division and Twelfth Division at times to achieve this end. The combatants here are instructed in the use of non-lethal force and information mining using many means, both forceful and stealthy. They are considered a fairly lenient division, without the myriad duties of a division like the First or Fourth. The division's leadership has shifted twice in the past twenty years: the first time with the promotion of Katakura Kiki, the second mere months ago with the death of Captain Nobuo Jintaro and the promotion of Narita Satoru.

Third Division is structured in a manner similar to the First Division, and also commands about 250 troops. Third Division conducts patrols in what is known as Sector Zero, an area roughly covering the Greenwich Mean Time Zone and its two adjacent time zones. Its patrols are on an "as-needed" basis, when spiritual anomalies occur in their sector or if called upon to dispose of hollows.
