The Gotei 13 serves as a military force with its primary responsibilities consisting of the defense of the Seireitei, the center of Soul Society, as well as the deployment of Division members into enemy territory for combat operations. The Gotei also deploys Task Forces as defensive measures in the Human World, as well as conducting patrols in the human world to protect them.
Shinigami are responsible for the guiding of souls to Soul Society, and work jointly with Quincy according to the Soul Pact. When Hollows are disabled by Quincy in the human world, a Shinigami (or group of them depending on number) is sent to purify them.
Alongside their usual duties, Shinigami can join the Shinigami Men's Association or Shinigami Women's Association. The Shinigami Men's Association publishes the Seireitei Communications Magazine*, and the Shinigami Women's association arranges events and various charity efforts.
*Anyone can contribute to the magazine in the form of articles, news, illustrations, and serial publications. The Men's Association publishes and edits the magazine, though some members also write for it.

• Training and Qualifications •
All Shinigami are trained at the Shin'o academy, which is open to any resident of the Seireitei or Rukongai with spiritual abilities.
• Laws and Punishment •
The Gotei 13 generally regulates itself, but there are certain rules relating to its operation that are created and enforced by the Central 46, which is Soul Society's juducial and legislative branch. The Central 46's rules are not to be trifled with, as any evidence submitted to the Central 46 is given higher precedence than testimony and decisions are very rarely overturned. These laws (taken straight from the Bleach Wiki) include:
---It is against the law for a Shinigami to give their spiritual power to Humans.
---It is against the law for a Shinigami to use forbidden Kidō.
---It is against the law for any citizen of Soul Society to create weapons of a dangerous nature not sanctioned by the feudal government. To do so is treason.
---It is against the law to attack a captain. To do so is treason.
---It is against the law to commit terrorist action(s) or attempt to overthrow the balance of Soul Society. To do so is treason.
---It is against the law to commit murder.
---It is against the law to kill a Human or Quincy that a Shinigami has not been ordered to kill. (Deadly force is currently unauthorized under any circumstance.)
---It is forbidden for a Shinigami to acquire or attempt to gain Hollow-like powers.
---It is against the law for the Gotei 13 to meddle in the affairs of the noble families unless the family in question breaks one of the laws of Soul Society beyond a shadow of a doubt.
---It is a crime for a Shinigami to remain in the Human World longer than a certain time limit. (Current limit is 2 weeks.)
Breaking these laws will result in a secret investigation carried out by the onmitsikdo, and if evidence of wrongdoing is found the offender shall be brought to trial and then punished via exile, detention, or (in extreme cases) execution.
Aside from those laws, The Gotei's internal rules are enforced collectively by the captains of the organization, with the captains each taking responsibility for keeping their own squad in line and are permitted to run their own division as they see fit. In the event that a squad member breaks a rule or acts insubordinately toward or in the presence of a captain that is not their own, the captain who was present at the time must report the incident to the offender's captain, who will take responsibility for punishment.
Punishments that are suitable for the relatively minor infractions that captains must tend to (Skipping patrol, otherwise shirking duties, and acts of disrespect and minor insubordination as judged by the offended captain) include:

- Squad service (cleaning duty, etc.)
