The Seireitei is the central area of Soul Society, and houses shinigami and nobles. While most residents don't interact with the residents of the Rukon, that doesn't stop well-meaning shinigami from trying to help the less fortunate and the Shin'o academy is open to all.

The commoner's quarters of Soul Society, the Rukon is divided into four regions (North, South, East and West) and each is split into 80 districts. Living conditions decline sharply after district 50 in all directions, but even the 1st districts are notably poorer than the Seireitei.
