Character Level: Character level determines how many skill points you have and indicates a character's general power. Two characters at the same level will generally fight on even footing.
Proficiency: A character can choose to specialize in certain skills. Proficiency in a skill adds a multiplier to the skill points you put into either part of it. Certain abilities require you to specialize in their related skills to claim them--specializing in "All Skills" is sufficient for some, but not all.
Each race has an innate proficiency in a skill that doesn't count toward abilities.
Humans: Extra .15 proficiency in all skills. If you choose "no proficiency", this goes up to .2 extra.
Shinigami: Extra .25 Reiatsu proficiency.
Quincy: Extra .25 Weapon proficiency.
Arrancar: Extra .25 Hand-to-Hand proficiency.
